 MSME Dispute Portal Faces Credibility Test
 Workshops Rise, Issues Persist

The Ministry of Micro, Small and Medium Enterprises recently organized its first national workshop on the MSME Online Dispute Resolution (ODR) portal in New Delhi, but the initiative has sparked concerns over its real-world effectiveness.

While the government projected the platform as a fast, cost-effective, and technology-driven solution for resolving business disputes, stakeholders pointed out that core issues—especially delayed payments and unresolved cases—continue to burden small enterprises across the country.

Senior officials, including MSME Secretary S. C. L. Das, emphasized the need for collective responsibility and stronger center-state coordination. However, experts argue that without robust implementation, such assurances remain largely theoretical.

Participants acknowledged that the ODR portal has the potential to reduce time and litigation costs compared to traditional mechanisms. Yet, its limited awareness, accessibility challenges, and uneven adoption raise doubts about its current impact. Many small businesses, particularly in semi-urban and rural areas, are still unaware of the platform’s existence.

The workshop also showcased success stories, but critics note that isolated examples cannot overshadow the systemic gaps that persist. The larger concern remains whether policy announcements and workshops alone can address deep-rooted inefficiencies in dispute resolution.

As the government pushes for digital transformation, the MSME ODR portal now faces a crucial credibility test. Without widespread adoption and tangible outcomes, it risks becoming another well-intentioned initiative struggling to deliver meaningful change on the ground.
