India Moves Toward Digital Census: Amit Shah Launches Tools for Census 2027

India has taken a major step toward modernizing its national data-collection system as Union Home and Cooperation Minister Amit Shah launched the digital tools for Census 2027 and unveiled the official mascots “Pragati” and “Vikas” in New Delhi. The initiative signals a transformative shift toward a technology-driven census system that aims to enhance efficiency, transparency, and data accuracy.

Census 2027 is expected to be the largest census operation in the world, covering the vast and diverse population of India. For the first time in the country’s history, the census process will be conducted using digital platforms and mobile applications, replacing traditional paper-based data collection methods.

One of the most significant innovations in the upcoming census is the introduction of Self-Enumeration, which allows citizens to submit their demographic information online before enumerators conduct house-to-house surveys. The secure web-based system will be available in 16 languages, ensuring accessibility for citizens across different regions and linguistic backgrounds.

According to officials, individuals who complete the self-enumeration process will receive a unique Self-Enumeration ID (SE ID). This identification number will be shared with enumerators, enabling them to verify the information submitted online and ensure data accuracy during the survey process.

The advanced digital infrastructure for Census 2027 has been developed by the Centre for Development of Advanced Computing (C-DAC). The four major platforms launched include the House Listing Block Creator (HLBC) web application, the HLO mobile application, the Self-Enumeration portal, and the Census Management and Monitoring System (CMMS). Together, these tools will help authorities manage, monitor, and track the progress of census operations across the country in real time.

Government officials emphasized that the digital transformation of the census will significantly reduce paperwork, streamline data collection, and improve the reliability of national demographic statistics. Data collected through mobile devices will be transmitted securely to central servers, ensuring faster processing and better coordination among administrative units.

The census exercise will involve more than 3 million enumerators, supervisors, and government officials working across India. The large-scale participation highlights the enormous administrative effort required to accurately document the country’s demographic and socio-economic profile.

Census 2027 will be conducted in two phases. The first phase will focus on House Listing and Housing Census, gathering information about housing conditions and household amenities. The second phase will involve Population Enumeration, which will record demographic, social, and economic data for every individual in the country.

The mascots “Pragati” (female enumerator) and “Vikas” (male enumerator) symbolize the equal participation of women and men in building a developed India. They also reflect the nation’s broader vision of achieving the goal of becoming a developed country by 2047.

With cutting-edge technology, large-scale manpower, and citizen participation, Census 2027 is expected to play a crucial role in shaping India’s future policy planning and development strategy.
