Capacity Building Commission Holds Regional Workshop in Hyderabad

 Push for Resource Sharing and Demand-Driven Skill Development

The Capacity Building Commission (CBC) of the Government of India organized a Southern Regional Consultation Workshop aimed at strengthening collaboration among civil service training institutions. The workshop was held on March 13, 2026 at the Administrative Staff College of India (ASCI) in Hyderabad, bringing together 47 participants from 23 Civil Service Training Institutions across southern India.

The consultation was conducted under the leadership of CBC Chairperson S. Radha Chauhan. During the opening session, CBC Principal Adviser Chandralekha Mukherjee emphasized the need for a fundamental shift from supply-driven training programs to demand-driven capacity development. She noted that stronger institutional collaboration would enable training institutions to better address evolving governance challenges.

Addressing the participants, Dr. Nimmagadda Ramesh Kumar, Director General of the Administrative Staff College of India, highlighted the importance of innovation and continuous improvement in public administration. He pointed to ASCI’s initiatives in public policy and governance as examples of how institutions can foster a culture of lifelong learning among public servants.

The main session was moderated by Dr. Kamal Kapoor, Deputy Director General at the National Academy of Communication Finance. He presented key insights from the task force consultations and identified three pillars for structured collaboration: faculty sharing, knowledge and content sharing, and infrastructure sharing among institutions.

Participants were later divided into thematic groups to hold structured discussions on existing barriers to collaboration and possible institutional mechanisms to address them. The discussions focused on practical solutions that could help create a more integrated and system-driven training ecosystem.

Key recommendations emerging from the workshop included the creation of a centralized faculty and resource directory, mechanisms to eliminate duplication of training content, and a digital infrastructure dashboard linked with accreditation and credit systems.

The workshop concluded with a consolidation of recommendations and a closing address by Chandralekha Mukherjee, who emphasized translating regional insights into actionable strategies for building a collaborative, future-ready civil service training system in India.
