Tech-Driven Enumeration with 500,000 Staff Set to Transform India’s Biggest Survey

India is gearing up for the first phase of Census 2027, beginning May 7, 2026, in Uttar Pradesh with a strong digital push. The initial phase will focus on house listing and counting residents linked to each household, marking a major transformation in how the country conducts its largest administrative exercise.
For the first time, citizens will have the option to self-enumerate by submitting their data through mobile devices or common service centers between May 7 and May 21, 2026. This digital initiative aims to enhance participation, accuracy, and efficiency.
Once the data is submitted, a unique SE ID will be generated. Enumerators visiting households between May 22 and June 20 will verify this information through an official portal. Any discrepancies can be corrected during verification, ensuring reliable and error-free data collection.
The second phase of Census 2027 will take place in February 2027, covering detailed demographic information of citizens and non-citizens. This phase is also expected to include caste-based data collection, which will play a crucial role in shaping inclusive development policies.
Census 2027 is the 16th census since 1872 and the 8th after India’s independence. It serves as the backbone of policy planning by providing granular data at village, town, and ward levels.
To manage this massive operation, around 525,000 personnel have been deployed, including administrative officers, trainers, and nearly 500,000 enumerators. The survey will span 75 districts, 783 urban bodies, 350 tehsils, and over 104,000 villages in Uttar Pradesh.
Authorities have assured that all personal data collected will remain strictly confidential under legal provisions and will only be used for planning developmental initiatives.
A toll-free helpline (1855) has also been introduced to assist citizens throughout the process.
Census 2027 represents a new era of data-driven governance, combining technology with large-scale participation to shape India’s future.
