The Election Commission of India has announced the third phase of the Special Intensive Revision (SIR) of electoral rolls across 16 states and 3 Union Territories, aiming to strengthen transparency and accuracy in the country’s voter database. The large-scale exercise will cover nearly 36.73 crore voters, making it one of the biggest voter verification drives in recent years.

According to the Election Commission, more than 3.94 lakh Booth Level Officers (BLOs) will conduct door-to-door verification of voters during the campaign. In addition, around 3.42 lakh Booth Level Agents (BLAs), appointed by various political parties, will assist in the process to ensure transparency and active participation of stakeholders.

The Commission stated that the third phase has been planned keeping in mind the ongoing house-listing work related to the Census. With this phase, the Special Intensive Revision process will now cover almost the entire country except Himachal Pradesh, Jammu & Kashmir and Ladakh, where the schedule will be announced later due to weather conditions and geographical challenges.

States included in the third phase are Odisha, Mizoram, Sikkim, Manipur, Uttarakhand, Andhra Pradesh, Arunachal Pradesh, Haryana, Punjab, Telangana, Maharashtra, Delhi, Jharkhand, Karnataka, Meghalaya, Nagaland and Tripura. Separate timelines have been issued for preparation, house visits, publication of draft rolls, claim objections and final publication of electoral rolls.

The Election Commission data shows that Maharashtra has the highest number of voters among the states included in this phase, with over 9.86 crore electors. Karnataka has around 5.55 crore voters, Andhra Pradesh 4.16 crore, while Delhi alone has nearly 1.48 crore registered voters who will undergo verification.

Officials said the exercise will include verification of voter details, rationalisation of polling stations, disposal of claims and objections, and publication of final electoral rolls. Political parties have been urged to appoint BLAs at every polling booth to ensure full participation and monitoring during the revision process.

The Commission emphasized that accurate electoral rolls are the foundation of free and fair elections. It described the campaign as a crucial step toward strengthening democratic institutions and ensuring greater credibility in the electoral system.
