The Uttar Pradesh government has announced stricter regulations for app-based taxi aggregators, making registration mandatory for companies operating in the state. Under the new policy, cab platforms such as Ola Cabs and Uber will be required to obtain official licenses before offering services.
Transport Minister Dayashankar Singh revealed the decision while addressing the media after a cabinet meeting. According to the minister, the move aims to improve passenger safety and bring better regulatory oversight to app-based transport services.
Under the proposed framework, vehicles will not be allowed to operate on aggregator platforms without proper registration, vehicle fitness certification, driver medical tests and police verification. The policy is based on provisions under the Motor Vehicles Act, 1988, which was amended by the Government of India in July 2025.
The new rules will also require aggregator companies to pay significant licensing fees. The application fee has been fixed at ₹25,000, while companies operating fleets of 50 to 100 vehicles or more will have to pay a license fee of ₹5 lakh. The license will require renewal every five years with an additional renewal fee.
While the government claims the policy will strengthen safety and transparency, industry observers warn that the additional regulatory burden could increase operational costs for cab platforms and drivers. These higher costs may eventually be passed on to passengers in the form of higher fares.
The government has also proposed developing a digital platform where details of drivers and vehicles will be available in the public domain. However, critics argue that enforcement and monitoring will remain the key challenge once the policy is implemented.
With the rapid growth of app-based mobility services, the new rules have triggered a debate about balancing passenger safety with maintaining affordable and accessible urban transport services.
