Record ₹57,722 Crore Revenue Announced in Press Conference by UP Excise

Minister Nitin Agarwal Highlights Digital Crackdown on Illegal Liquor

Lucknow. In a press conference, the उत्तर प्रदेश आबकारी विभाग announced a historic revenue collection of ₹57,722.26 crore for the financial year 2025-26, the highest ever achieved by the department. This marks an increase of ₹5,149.19 crore, or 9.79%, compared to ₹52,573.07 crore in FY 2024-25.

Addressing the media, Excise Minister नितिन अग्रवाल stated that the achievement reflects the department’s commitment to transparency, digital governance, and strict enforcement. He emphasized that along with revenue growth, the department has taken strong action against illegal liquor trade across the state.

He revealed that during FY 2025-26, a total of 109,077 cases were registered against illegal liquor activities, and approximately 2.8 million liters of illicit liquor and intoxicants were seized. Around 19,935 individuals were arrested, out of which 3,721 were sent to jail. Additionally, 143 vehicles involved in illegal transportation were confiscated. In March 2026 alone, 9,879 cases were registered, with seizures of 280,000 liters, indicating intensified enforcement.

Highlighting digital reforms, the minister said that the Integrated Excise Supply Chain Management System (IESCMS) has been implemented to digitize licensing, permits, supply chain, and monitoring processes. The introduction of QR code-based Excise Adhesive Labels (EAL) has enabled end-to-end tracking of liquor bottles, significantly reducing the scope for counterfeit and illegal sales while ensuring better revenue control.

For FY 2026-27, the renewal and allocation of retail liquor and beer shops have been carried out through an e-lottery system to ensure transparency. Over 25,613 shops have been renewed, while 811 shops have been allocated through the lottery process, with further allocations underway.

The minister also highlighted the department’s contribution to investment and employment generation. A total of 153 MoUs have been signed with investors, involving proposed investments worth ₹40,106 crore and the potential to generate around 49,368 jobs. Additionally, proposals worth ₹2,752 crore have been received without MoUs.

He further added that the department is playing a vital role in achieving the state’s ambitious goal of becoming a one-trillion-dollar economy. Through strong governance, digital innovation, and strict law enforcement, the Excise Department continues to contribute significantly to the state’s growth.
