Empowering Urban Governance: UP Government Inks Landmark MoU with IIM Indore

In a major impetus to urban development and administrative efficiency, the Urban Training and Research Institute (UTRI), operating under the Department of Urban Development, Government of Uttar Pradesh, has signed a strategic Memorandum of Understanding (MoU) with the Indian Institute of Management (IIM), Indore. The agreement was virtually executed in the presence of Mr. Anuj Kumar Jha, Secretary of Urban Development & Director of UTRI, and Prof. Himanshu Rai, Director of IIM Indore.

Focus on Institutional Capacity Building and Behavioral Training

The primary objective of this collaboration is to reinforce the institutional framework of Urban Local Bodies (ULBs) across Uttar Pradesh. The initial phase will deploy advanced behavioral training programs tailored for senior administrators, municipal commissioners, ward councillors, and public representatives. Following this, a comprehensive ‘Training of Trainers’ (ToT) ecosystem will be established alongside digital learning modules inspired by the national ‘Mission Karmoyogi’ framework.

Swachh Bharat Mission 2.0 and Smart City Research

The joint venture aims to address core urban challenges, including Solid Waste Management (SWM), Smart City execution, and traffic management strategies. Leveraging its institutional expertise, IIM Indore will conduct diagnostic behavioral analyses of various ULBs to formulate customized Information, Education, and Communication (IEC) action plans, steering public participation towards the goals of Swachh Bharat Mission (Urban) 2.0.

Comparative Diagnostics for Sustainable Governance

To optimize administrative output, the partnership will undertake a rigorous comparative study of high and low-performing urban bodies. This benchmarking will facilitate the replication of best governance practices statewide. A structural mechanism involving monthly reviews and continuous dialogue will ensure agile decision-making, transforming UP’s urban landscape into a sustainable and citizen-centric ecosystem.
