Uttar Pradesh Lags Behind in India’s Textile PLI Race

₹8,117 Crore Invested Nationwide, But UP Draws Just ₹4.63 Crore

: The latest data released by the Government of India under the Production Linked Incentive (PLI) Scheme for Textiles has raised serious questions over Uttar Pradesh’s industrial execution and investment conversion. While the scheme has generated thousands of jobs and attracted substantial investments across the country, Uttar Pradesh has emerged as one of its weakest performers.

According to a written reply in the Lok Sabha by Minister of State for Textiles Pabitra Margherita, 170 companies approved under the scheme have invested ₹8,117.64 crore and created 33,427 new jobs as of March 31, 2026.

However, despite having 15 approved companies, Uttar Pradesh recorded an actual investment of only ₹4.63 crore, with no employment generation reported.

Other States Surge Ahead

The contrast is striking. Gujarat attracted ₹1,903.38 crore in investment and generated 4,493 jobs, Tamil Nadu secured ₹1,277.16 crore while creating 7,930 jobs, and Karnataka recorded ₹1,515.99 crore with 5,611 new jobs.

Investment Promises Yet to Translate

The figures suggest that project approvals alone are not translating into industrial activity on the ground in Uttar Pradesh. The absence of employment despite approved projects raises concerns over implementation, project execution and investor confidence.

Questions Over Industrial Performance

Industry observers believe that if Uttar Pradesh aims to become a leading textile manufacturing destination, it must accelerate project implementation, strengthen industrial infrastructure and ensure that investment commitments result in actual production and employment.

The Central Government clarified that no delays in project implementation costs have been reported under the PLI scheme. Nevertheless, Uttar Pradesh’s performance highlights the challenge of converting policy opportunities into tangible economic outcomes.
