Three Mega Chemical Parks to Power Manufacturing, Exports and Industrial Competitiveness

In a landmark decision aimed at strengthening India’s industrial ecosystem, the Union Cabinet chaired by Prime Minister Narendra Modi has approved the Bharat Industrial Development Scheme for Chemicals (BHAVYA Rasayan). The ambitious programme will establish three dedicated Chemical Parks across the country, positioning India as a globally competitive hub for chemical manufacturing and value-added production.
₹3,030 Crore Investment for Industrial Transformation
The scheme, announced in the Union Budget 2026-27, will be implemented over five years (FY 2026-27 to FY 2030-31) with a total financial outlay of ₹3,030 crore. Of this, ₹3,000 crore will fund internal infrastructure and core utilities within the parks, while ₹30 crore has been earmarked for administrative expenses. The Centre will provide grants of up to ₹1,000 crore per park, subject to a minimum ₹500 crore contribution from the respective State Government.
Integrated Chemical Manufacturing Ecosystem
The proposed parks are designed to create a seamless industrial ecosystem by integrating upstream raw material sourcing, downstream manufacturing and ancillary industries. Shared infrastructure, common utilities and efficient logistics are expected to significantly reduce operational costs while improving productivity and global competitiveness.
Boost to Exports and Import Substitution
The Government expects the initiative to strengthen India’s integration into global chemical value chains. Enhanced manufacturing capacity will support higher exports, reduce dependence on imported chemical products and encourage fresh domestic and international investments in the sector.
Sustainability at the Core
A key feature of the scheme is its focus on environmentally responsible industrial growth. The parks will include common effluent treatment plants, Treatment, Storage and Disposal Facilities (TSDF) and modern hazardous waste management infrastructure, ensuring compliance with environmental regulations while promoting sustainable manufacturing practices.
Driving the Vision of Viksit Bharat 2047
Beyond the chemical sector, the initiative is expected to generate a multiplier effect across pharmaceuticals, automobiles, agriculture, consumer goods and allied industries. By creating jobs, attracting investments and expanding manufacturing capabilities, BHAVYA Rasayan is poised to become a strategic pillar in India’s journey toward becoming a developed economy by 2047, while reinforcing the country’s position in global industrial supply chains.
