India Charts a New Course for Responsive Tax Governance

Marking the 167th Income Tax Day, Union Finance and Corporate Affairs Minister Nirmala Sitharaman outlined a transformative vision for India’s tax administration by introducing the 5R Framework of Responsive Tax Governance—Recognise, Respond, Resolve, Reflect and Reform. Addressing senior officials of the Central Board of Direct Taxes (CBDT), she called for a fair, transparent and taxpayer-centric system that promotes voluntary compliance while significantly reducing tax disputes.
Taxpayers Are Partners in Nation Building
The Finance Minister emphasized that the Income Tax Department has evolved far beyond the traditional role of revenue collection. Honest taxpayers, she said, are partners in India’s growth story and deserve a system that is predictable, efficient and service-oriented. She urged tax authorities to focus on preventing recurring grievances by improving systems rather than merely resolving complaints.
Income Tax Act, 2025 Marks a Historic Reform
Describing the Income Tax Act, 2025 as a landmark reform, Sitharaman said the legislation simplifies tax laws, lowers compliance costs and enhances the ease of doing business. She also highlighted improvements in e-filing infrastructure, faster return processing, quicker refunds and stronger grievance redressal mechanisms.
Technology Driving the Next Generation Tax System
CBDT has accelerated digital transformation through initiatives such as PAN 2.0, ITBA 2.0, IEC 3.0, Kar Sathi and the Saksham Framework. The Minister also called for greater institutional capacity in artificial intelligence, data analytics, forensic accounting, cyber security, international taxation, transfer pricing and digital assets to prepare the department for emerging economic realities.
Focus on Certainty, Transparency and Innovation
Revenue Secretary Arvind Shrivastava described the new Income Tax Rules and Forms as a major step toward a simpler and more taxpayer-friendly regime. CBDT Chairman Ravi Agrawal highlighted achievements in faster return processing, appeal disposal, refund issuance and dispute reduction through Advance Pricing Agreements, reinforcing taxpayer confidence.
Six Knowledge Publications Released
During the ceremony, the Finance Minister unveiled six major publications covering international taxation, exchange of information, crypto-asset reporting, Advance Pricing Agreements and India’s transition toward a technology-driven digital tax ecosystem. The releases underscore India’s growing leadership in global taxation while reaffirming the Government’s commitment to a transparent, modern and citizen-focused tax administration.
