Uttar Pradesh Directs ‘One Health’ Strategic Action: State-Level Master Training Launched to Curb Zoonotic Threats

Elevating its bio-security and epidemiological response matrix, the Department of Animal Husbandry, Uttar Pradesh, has instituted a pivotal state-level Training of Trainers (ToT) program targeting zoonotic and high-priority animal pathogens. The intensive two-day specialized conclave (July 09–10, 2026) commenced today at Hotel Golden Tulip, Lucknow. This crucial capacity-building framework is being executed under the institutional aegis of international health organization ‘Jhpiego’ through its GHS-RISE project, mapping out a resilient blueprint to neutralize cross-species disease transmissions before they turn into pandemics.

Mandatory Timely Reporting of Suspected Outbreaks: Special Secretary Devendra K. Pandey

Inaugurating the high-profile training session, Special Secretary (Animal Husbandry), Shri Devendra Kumar Pandey, emphasized that structural surveillance and instantaneous data mapping are non-negotiable for human-animal ecological safety. He directed field forces to deploy an aggressive reporting schedule for both ‘suspected’ and ‘probable’ vectors. Pandey noted that the cohort of master trainers generated through this seminar will subsequently train secondary veterinary doctors and para-veterinary staff across their respective geographical jurisdictions, expanding the sovereign bio-surveillance mesh to the last mile.

Pan-State Target of 150 Certified Pathogen Experts; IVRI Scientists Spearhead Advanced Technical Modules

The ongoing first phase features 72 government veterinary officers representing 36 districts of Uttar Pradesh. The second phase, scheduled for July 16–17, will assimilate the remaining 39 districts, effectively creating a regimented task force of 150 elite Master Trainers spanning all 75 districts of the state. Top-tier researchers from IVRI Bareilly and NDUAT Kumarganj (Ayodhya) are training these officials on complex diagnostic modalities, clinical sympomatology, and strict biosafety benchmarks for lethal infections like Avian Influenza (HPAI), Japanese Encephalitis, Rabies, Bovine TB, and Lumpy Skin Disease. The inaugural event was anchored by high-ranking dignitaries including Directors Dr. Rajendra Prasad, Dr. Sangeeta Tiwari, Joint Director Dr. Vivekananda Gangwar, and Jhpiego State Lead Dr. Sanjay Tripathi.
