Mandatory Face Auth & e-KYC in New 1.25 Lakh Crore Scheme Could Push Poor MNREGA Workers into Tech-Exclusion!

The central government’s ambitious move to overhaul rural development and the employment guarantee framework starting July 1, 2026, has raised serious alarms regarding its real-world implementation. While Union Rural Development Minister Shivraj Singh Chauhan announced a massive ₹1.25 lakh crore combined layout—including a fresh ₹95,692 crore interim allocation—the hasty transition has sparked fears of widespread bureaucratic chaos and potential loss of livelihoods for millions of rural laborers.
During a high-level review meeting, Minister Chauhan repeatedly warned that “not a single laborer should be left unemployed during the transition.” This desperate appeal itself highlights the deep systemic anxiety within the ministry regarding potential administrative failures. The central government is pressuring states to clear backlogs and issue state-level notifications immediately, but progress is shockingly slow. Out of all states, only Mizoram, Puducherry, and Andhra Pradesh have managed to issue notifications so far.
More alarmingly, four major states—Jharkhand, Karnataka, Telangana, and Mizoram—have not even made the mandatory financial provisions in their state budgets yet. The Union Minister is now forced to write directly to their Chief Ministers to expedite the process, showcasing a glaring lack of fiscal coordination.
Furthermore, the strict enforcement of digital tech, including Aadhaar-based DBT, mandatory e-KYC, and face authentication, is expected to create massive hurdles in remote villages. With poor internet connectivity and lack of tech infrastructure at the block level, these mandatory digital checks risk blocking the rightful wages of genuine workers. Large allocations like Uttar Pradesh’s ₹9,721 crore and West Bengal’s ₹8,508 crore might end up underutilized if the grassroots machinery fails to cope with the pressure before July 1. This upcoming overhaul seems to be rushing ahead on paper, while leaving the vulnerable rural population exposed to systemic glitches.
