RBI Unveils Mission SAKSHAM: Major Capacity-Building Push for Urban Co-op Banks

In a decisive move to strengthen India’s Urban Cooperative Banking (UCB) sector, the Reserve Bank of India (RBI) has launched “Mission SAKSHAM” — a nationwide, mission-mode capacity-building initiative aimed at enhancing operational efficiency and governance standards across cooperative banks.

The term “SAKSHAM,” meaning capable or competent, reflects the core objective of this ambitious program. Under the mission, around 1.40 lakh participants will undergo structured training through a combination of in-person sessions and e-learning modules. The initiative covers a wide spectrum of stakeholders, including board members, senior management, heads of risk, compliance and audit functions, as well as IT personnel and employees in other critical operational areas.

This large-scale initiative comes at a crucial time when the UCB sector is facing increasing regulatory expectations and the need for improved governance practices. By focusing on capacity building, RBI aims to foster a stronger compliance culture, better risk management frameworks, and enhanced institutional resilience.

A key highlight of Mission SAKSHAM is its inclusive approach. The RBI plans to deliver training content in regional languages wherever feasible, ensuring wider accessibility and deeper impact across diverse geographies. The program has been designed in close consultation with the umbrella organization of UCBs and national and state-level cooperative federations, making it more aligned with sector-specific needs.

Experts believe that this initiative could prove to be a turning point for the cooperative banking ecosystem. By equipping professionals with modern banking skills, digital capabilities, and regulatory awareness, the mission is expected to significantly improve service delivery and operational robustness.

Moreover, Mission SAKSHAM is not just a one-time intervention but aims to create a sustainable, self-reinforcing learning ecosystem within the UCB sector. This will encourage continuous skill development and long-term institutional strengthening.
