One pre-BS heavy vehicle emits as much toxic waste as 14 modern BS-VI units. To break this pollution nexus, the scheme introduces an aggressive structural shift impacting 2.07 lakh vehicle owners (1.91 lakh trucks and 16,329 buses). Operators must systematically scrap BS-III or older variants at registered facilities, while remaining eligible to transition strictly into BS-VI compliant models or zero-emission Electric Vehicles (EVs).
Unprecedented Incentives Unveiled; Cabinet Secretary To Direct Oversight To prevent institutional resistance from transport unions, the government has institutionalized a highly lucrative subsidy framework operational for five years from registration:
Central & State Subsidies: Fleet owners will receive a 5% interest subvention on vehicle loans and up to ₹4,800 in monthly fuel vouchers. State administrations have committed to a 10-year exemption on motor vehicle taxes and registration fees.
Automaker Mandate: Participating automotive manufacturers will legally offer a flat 8% discount on the ex-showroom price of new commercial compliance units.
Iron-Clad Digital Governance: The entire ecosystem will run on a centralized, real-time digital portal to automate claim settlements and eliminate corruption. The implementation will be monitored directly by a high-powered empowered committee headed by the Cabinet Secretary, featuring the CEO of NITI Aayog and state Chief Secretaries, ensuring absolute accountability down to the grassroots district magistrate level.
