Revised Delegation To Drive Over ₹1.25 Lakh Cr Procurement via Revenue Route; Boost for Indigenous R&D

The sweeping adjustments see a historic 100 percent enhancement (doubling) in the financial autonomy of field commanders, with certain categories registering an even higher threshold. This strategic intervention is specifically geared toward enabling immediate field-level decision-making, swift contract finalizations, and accelerated execution of critical combat and infrastructure projects across the nation’s volatile borders.

Empowering Atmanirbharta: Over ₹1.25 Lakh Crore Cleared for Action

The core objective of this revision is to systematically decouple India’s defense dependencies from foreign Original Equipment Manufacturers (OEMs) while providing unprecedented financial muscle to domestic innovations.

  • Doubling R&D Thresholds: Financial limits allocated for indigenization, prototyping, and Research & Development (R&D) have been officially doubled to foster localized defense ecosystems.

  • Massive Revenue Outlay: Based on the current fiscal year’s budgetary matrix, this revised delegation will directly facilitate over ₹1.25 lakh crore worth of high-priority procurements exclusively via the revenue route, guaranteeing a continuous and unhindered supply chain for active military formations.

Joint-Service Procurement Framework & Unprecedented Synergy

With the previous financial powers notified back in 2021, a refresh became vital to offset expanding troop deployments and rising maintenance costs. Working in perfect synchronization with the Defense Procurement Manual notified in October 2025, this reform decentralizes procurement by instituting several new competent financial authorities.

The Joint Procurement Mandate: For the first time, specialized provisions have been embedded to accelerate cross-service integration. Under this, a designated ‘Lead Service’ can execute joint-service procurements with vastly expanded fiscal jurisdictions compared to standard single-service channels, eliminating redundant layers of auditing.

The high-powered launch ceremony was attended by the apex leadership of India’s national security architecture, including Chief of Defense Staff General N.S. Raja Subramani, Chief of Army Staff General Upendra Dwivedi, Chief of Naval Staff Admiral Krishna Swaminathan, Defense Secretary Shri Rajesh Kumar Singh, Secretary (Defense Finance) Shri Bishwajit Sahay, and Vice Chief of Air Staff Air Marshal Nagesh Kapoor, signaling a synchronized civil-military consensus toward total self-reliance.
