Government Expands Credit Guarantee Scheme to Unlock Growth Without Collateral

 In a major policy push aimed at accelerating entrepreneurship and strengthening the MSME ecosystem, the Government of India has significantly enhanced the Credit Guarantee Scheme (CGS) implemented through the Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE). The initiative is designed to ensure collateral-free institutional credit for Micro and Small Enterprises (MSEs), particularly benefiting first-generation entrepreneurs, women-led businesses and enterprises operating in underserved regions.

Credit Guarantee Ceiling Doubled

Effective April 1, 2025, the maximum guarantee cover under the scheme has been increased from ₹5 crore to ₹10 crore, enabling businesses to access larger credit facilities for expansion, modernization and capacity enhancement without the burden of collateral.

Lower Cost, Greater Accessibility

To reduce the financial burden on borrowers, the Government has slashed the Annual Guarantee Fee (AGF) by 50 percent, bringing the standard rate down to just 0.37 percent per annum. The move is expected to make formal credit significantly more affordable for small enterprises.

Special Support for Women and Emerging Businesses

The guarantee coverage has been strengthened for women-led enterprises and other special-category MSMEs. In addition, in line with the Reserve Bank of India’s directives, all scheduled commercial banks have been instructed not to demand collateral security for MSME loans up to ₹20 lakh, making institutional finance more accessible than ever before.

Focused Push for Credit-Starved Districts

To improve credit penetration in RBI-identified Insufficient Credit Deepening Districts (ICDDs), CGTMSE now offers a 10 percent concession in Annual Guarantee Fee along with an additional 5 percent guarantee coverage. Meanwhile, Tamil Nadu has launched a dedicated Tamil Nadu Credit Guarantee Scheme (TNCGS) in collaboration with the State Government to support manufacturing MSMEs.

Driving Financial Inclusion Through Enterprise

Minister of State for MSMEs Shobha Karandlaje, in a written reply in the Lok Sabha, stated that the Government is continuously reviewing the scheme’s performance through State Level Bankers’ Committees (SLBCs). Awareness campaigns are also being conducted nationwide in collaboration with CGTMSE, SIDBI, banks, MSME associations and state governments to ensure wider adoption of the scheme.

The strengthened Credit Guarantee Scheme is expected to unlock new investment, generate employment and reinforce India’s vision of building a globally competitive, innovation-driven and financially empowered MSME sector.
