Major Action Ordered by Vice-Chairman Ankur Kaushik and Secretary Abhay Kumar Pandey; Illegal Plotting Blocked

KANPUR. The Kanpur Development Authority (KDA) has launched a massive enforcement drive against unauthorized colonizers, illegal builders, and land mafias. Under the direct supervision of KDA Vice-Chairman Ankur Kaushik and Secretary Abhay Kumar Pandey, the enforcement wing executed a major sealing drive on Friday, May 29, 2026. Simultaneously, a criminal case has been registered at the Panki Police Station against individuals attempting to illegally buy, sell, and rent out government land owned by KDA.
Large-Scale Sealing Action by KDA
Led by Dr. Ravi Pratap Singh, Officer on Special Duty (OSD)/SDM of Enforcement (Zone-1B), the team targetted two major illegal properties:
Chhatmara Village: Shrimati Shanti Devi, Shri Sanjay Pandey, and others were undertaking illegal plotting across 4.5 Bighas of land at Arazi No. 984 without securing any approved map layout from KDA. The entire site was successfully sealed.
Dehli Sujanpur: Shri Shashank Singh Bhadauria and others were carrying out unauthorized constructions defying layout norms over 1000 sq. meters at Arazi No. 1842. Despite receiving show-cause notices and police warnings, the developers continued the work covertly, leading to the final sealing.
The process to hand over these two sealed premises to the police custody of Maharajpur and Chakeri police stations is currently underway. Junior Engineer Atal Chaturvedi, along with Supervisors Manoj Kumar, Sandeep Yadav, Abid Ahmed, and ample police force, remained present during the drive.
FIR Lodged Against 5 Fraudsters Under BNS 2023
Protecting its ‘Land Bank’ (Zone-2), KDA discovered a massive scam in Panki Bhainsiah (Arazi Nos. 252, 253, 254, 249, 255, and 256)—a prime piece of land acquired and possessed by KDA since December 1968. Fraudsters identified as Manish Kumar, Rahul Bajpai, Ashok Kumar Bajpai, Akash Bajpai, and Urmila Bajpai were found forging documents, renting out government property, and misleading citizens through illegal sale-purchase deals.
Acting strictly, KDA got an FIR registered against them at Panki Police Station under sections 318, 338, 336(3), and 340(2) of the Bharatiya Nyaya Sanhita (BNS) 2023. The details of the accused are as follows:

KDA OSD Dr. Ravi Pratap Singh’s Appeal to Public
OSD Dr. Ravi Pratap Singh urged citizens to verify titles and always get building maps formally sanctioned by KDA before initiating construction. He warned the public not to buy, sell, or occupy KDA-acquired, Gram Samaj, or ceiling lands, adding that violators will face stringent legal action, including classification as ‘Land Mafia’ and asset recovery. KDA stated that this aggressive enforcement drive will continue in full swing across the city.
