Principal Secretary Kamini Ratan Chauhan Calls for Balanced Posting Policy
Focus on Cadre Restructuring, Public Outreach and Uttar Pradesh’s Trillion-Dollar Economy

: The 55th Annual General Meeting of the State GST Officers Association witnessed an extensive discussion on transfer-posting challenges, cadre restructuring, public outreach and the role of the Uttar Pradesh GST department in strengthening the state economy.
Principal Secretary Kamini Ratan Chauhan highlighted the practical difficulties faced during transfer and posting exercises. She observed that while officials who have remained at one place for a long period are often reluctant to move, officers posted in distant locations seek nearby postings by submitting court orders and other directives. According to her, this creates a complex administrative situation requiring a balanced solution.
A Practical Approach to Postings
Chauhan explained that an effort was made to address the issue by moving officers posted at distant locations closer to their preferred areas while shifting those already posted nearby to other locations. The objective was to maintain postings within approximately a 25-kilometre radius, thereby reducing difficulties for officers while maintaining administrative balance.
Cadre Review Since 2010
A major issue raised during the meeting was the absence of a comprehensive review of the UPGST cadre since 2010. Chauhan said the matter would be taken up with the state government, with the objective of ensuring that the cadre structure corresponds more effectively with present-day workload and responsibilities.
UPGST and the Trillion-Dollar Economy
She emphasized that the department has an important role to play in Uttar Pradesh’s ambition of moving towards a trillion-dollar economy. She stressed that tax administration must remain closely connected with the needs and welfare of ordinary citizens.
Clear the Public’s GST Confusion
Chauhan also underlined the need to address misconceptions about GST among the public. She called for stronger communication between tax officials, traders and citizens, emphasizing that officers should not merely enforce regulations but should also engage with taxpayers and help resolve their genuine concerns.
New Executive Body to Be Elected
The two-day programme will also include the formation and election of a new executive body. Two candidates are contesting for the president’s post, while three candidates are in the fray for general secretary.
Deputy Commissioners Poonam Gupta, Jyoti Kumar Shukla, Anil Mishra and Prashant Kumar Singh, among several other officers, participated in the programme. Officials from different regions openly shared their views, making the annual gathering an important platform for discussing administrative reforms and organizational priorities.
