State Transformation Commission and AYUSH University Sign Strategic MoU
Evidence-Based Research to Drive Better Health Outcomes Across Uttar Pradesh

Uttar Pradesh has taken a significant step toward strengthening maternal and child healthcare with the signing of a landmark Memorandum of Understanding (MoU) between the State Transformation Commission (STC) and Mahayogi Guru Gorakhnath AYUSH University, Gorakhpur. The collaboration aims to enhance healthcare delivery through evidence-based research, academic expertise and strategic policy interventions, with a special focus on eliminating preventable maternal deaths.
A New Roadmap for Public Health
The agreement was signed at Yojana Bhawan, Lucknow, by Manoj Kumar Singh, Chief Executive Officer of the State Transformation Commission, and Prof. (Vaidya) K. Ram Chandra Reddy, Vice-Chancellor of Mahayogi Guru Gorakhnath AYUSH University. Officials described the partnership as a major milestone in improving the quality, accessibility and effectiveness of maternal and child healthcare services in the state.
Research-Led Healthcare Transformation
Under the agreement, the university will provide technical expertise, joint research, health surveys, data analysis, monitoring and evaluation support. The collaboration will focus on reducing maternal mortality, anaemia, malnutrition, neonatal complications, and improving key maternal and child health indicators through scientific and evidence-based interventions.
Policy Support and Capacity Building
The partnership also includes the preparation of Evidence-Based Guidelines, Standard Operating Procedures (SOPs), Operational Manuals and Policy Documents. Training and capacity-building programmes will be organized for healthcare professionals, AYUSH practitioners, field workers and government officials to improve service delivery at the grassroots level.
Government and Academia Join Hands
While the State Transformation Commission will identify priority health sectors, provide policy guidance and coordinate with government departments, the university will contribute through its faculty, researchers and students in research, documentation, monitoring, evaluation and community awareness initiatives.
Three-Year Strategic Collaboration
The MoU will remain valid for three years, with the possibility of extension through mutual consent. The collaboration carries no direct financial obligation, with each institution bearing its own operational expenses unless separate project-specific arrangements are made. Experts believe this partnership will strengthen Uttar Pradesh’s healthcare ecosystem and accelerate the state’s mission to achieve better maternal and child health outcomes through data-driven governance.
